Kelly Engineering Resources is in search of a highly motivated Sr. Ship System Test Engineer to provide fundamental test engineering and/or technical engineering work in the planning, administration and conducting the testing on shipboard systems and components for New Construction or Overhaul Programs.
This position requires a Bachelor's degree from an ABET-accredited Engineering program (Mechanical, Electrical, Civil or other related field) and 5 or more years of related professional engineering experience.
A candidate must have a comprehensive knowledge of engineering principles and methods to analyze and resolve complex engineering problems relating to the development and conduct of the test program.
When assigned as a Test Engineering Lead, such as a CTE, ACTE or System Lead, the candidate may qualify based on equivalent experience and/or specialized education and 10-12 years of training and or experience, which is equivalent to 5 or more years of directly related Test Engineering experience.
Such experience may be obtained by industry systems/equipment school(s), shipbuilding experience or Navy experience.
An incumbent is recognized as a technical expert and is assigned specific major projects that are diverse and complex; requiring the application of extensive experience, technical knowledge, communication skills and organizational ability.
Incumbents operate under limited supervision, and may direct and control work and test activities performed by others, as provided by procedure.
The nature of the job requires frequent contact with higher levels of trades administration, engineering management and Program Office personnel within the Company, as well as ships' force personnel, Vendors and SUPSHIP NN.
Responsibilities include: -Functioning as a project leader on the planning, administration, and conduct of specific shipboard test programs. -Providing guidance and direction to the activities of Test Engineers and Test Technicians involved in planning, developing and reviewing test procedures, and the conduct of testing operations. Ensuring project objectives are met. -Developing and executing test plans, determining conditions under which tests are to be conducted and the sequence and phases of test operations, exercising a detailed knowledge of engineering principles, specifications and requirements. -Developing, reviewing and revising test procedures, test instructions and related test documents and specifications to support test evolutions. Responsible for technical direction of testing activities performed by Test Engineers and Test Technicians. -Overseeing the performance of problem Investigations incurred during testing and operations which includes resolving problems with the assistance of design, engineering, trades, vendors, and the customer. Evaluating the need to retest to ensure the satisfactory performance of the system.
A Test Engineer III may function in a Test Engineering Lead role, such as a Chief Test Engineer (CTE) role, Assistant CTE (ACTE) or as a System Lead, providing test program management and leadership to the planning and execution of shipboard testing and operations.
In this capacity, the incumbent directs the day-to-day work of a group of Test Engineers and Engineering Technicians, and has significant input into employment, performance evaluation, and discipline decisions of those employees. The CTE, ACTE, and System Lead positions are the main point of contact concerning ongoing testing procedures and schedules.
