Fiscal & Business Services Section Manager


Seeking a highly qualified individual to manage the operations of the Fiscal & Business Services Section and supervise the activities of budget and fiscal staff. The person in this position works closely with the department to ensure polices and procedures are followed and serves on committees that recommend establishment of policies and procedures related to cashiering, accounting, budgeting, contracts, purchasing, receiving, travel, employees services, communications and information technologies, vehicles, facilities, and safety.

The Department/Division:

The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting consumers and workers in the State of Oregon. The Building Codes Division, part of DCBS, adopts and enforces statewide building codes relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment.



Qualifications:

The successful candidate will at a minimum have:

  • three years of management experience which included responsibility for budgeting, employee and labor relations, supervision, development of long- and short-range goals and plans, and program evaluation.

    Graduate level course work (48 quarter or 32 semester hours) in management may substitute for up to one year of the experience.

    Desired Attributes:

    Familiarity and experience with state accounting and budgeting practices and procedures is desirable.

    The person in this position must be an excellent problem solver.

    This position requires the incumbent to effectively communicate very technical information both in writing and verbally.

    Requires a high level of analytical ability and the skills to direct the collection of detailed information into cohesive and structured reports with high visibility.

    Requires knowledge of and the ability to prepare fiscal impact statements, along with the ability to work with members of the public and other agencies with diverse perspectives and positions on issues related to the division and department.

    Salary & Benefits:

    Salary $61,812 to $91,020 annually, plus benefits.
