Description

The IT Solutions Engineer leads the development of technical solutions for NORC’s projects in the Social Sciences. As a full member of a proposal team, s/he becomes familiar with the client’s complete set of requirements and brings to bear the collective knowledge and skills of the company’s IT experts along with his/her own to recommend effective solutions to differentiate NORC’s offer from those of the competition.  Upon the commencement of work post award, the Solutions Engineer provides architectural guidance during the implementation of the solution. 

Responsibilities include:  Maintaining awareness of current and pending proposal efforts.  Reading, in their entireties, the corresponding solicitations.  Briefing IT teams on the big picture and details of the client’s project.  Leading the development of a detailed estimate of IT-related costs and cooperating with the proposal manager on the overall budget for the project.  Leading the writing of IT-related components of the proposal’s technical volume.  Assisting with editing of the entire technical volume to ensure consistency across both IT and non-IT sections.  Leading the maintenance of reusable IT-related text and a history of estimated and actual costs.  Assisting the proposal manager in understanding the technical solution and the roles of each proposed IT participant whose time is included in the cost estimate.  Providing the proposal team with up to date IT capabilities and options.  Assist with forecasting IT resource requirements based on active projects, completed proposals, and pending proposals with greater than 50% win probabilities.

Requirements

Bachelor's Degree (Master’s preferred) in Computer Science or experiential equivalent. At least 5 years of IT systems development experience, including database design and web development.  Knowledge of computer security and the impact of network behavior on distributed systems is a plus.  At least 2 years in developing new business proposals. Knowledge of formal systems development methodologies for establishing system requirements, design, implementation and required support. Strong written and oral communication skills, attention to detail, and strong multi-tasking skills.  Demonstrated knowledge of and experience with IT cost estimation.  Experience managing IT teams for new business procurements strongly preferred.  Knowledge of survey research and/or Federal Government procurement and contracts a definite plus.  Ability to communicate effectively with both technical and non-technical staff.
