Description Telecommunication & Network Services (TNS), a department of Information Technology Services, has an opening for a Network Communications Engineer - Level I, (PC4106, paygrade 06) within the Infrastructure Services (IS) workgroup. The workgroup is responsible for the communications pathways, cabling, and telecommunication closets on the campus. This position is focused on the construction, implementation, and maintenance of the University’s Outside Plant Infrastructure. This person will act as a liaison between contractors and the University community to ensure campus standards; resolve problems; provide budget updates; and on-site inspection and assistance. This position is NOT focused on server and client administration, programming, or network configurations. The position does require wearing a mobile phone and sharing a 24x7 on-call support pager. Key Duties and responsibilities: • Plan, coordinate and manage daily operations of ITS outside plant infrastructure including copper and fiber cabling and all pathways (vaults, manholes, hand holes, pedestals, ducts, etc.). • Inspect construction projects and work sites on campus to ensure appropriate consideration and care of outside plant infrastructure. • Provide location information in coordination with the Iowa One Call system. • Assist in the scheduling, coordinating, and inspecting maintenance and repairs of outside plant infrastructure, including emergency and after-hour situations. • Assist with the installation of outside communication infrastructure, including pathways (duct bank), fiber and copper cabling, and penetrations intro vaults/manholes or buildings. • Review contract documents for expected material usage & make adjustments as necessary. • Assist in the evaluating and comprehensive preparation of proposals, estimates and reports. • Attend construction progress meetings. Maintain daily logs and distribute to group leader. • Inspect telecommunication manholes and handholes for adherence to campus standards, including confined space entries. • Participate in the development of infrastructure policies and standards.

Requirements Basic qualifications include: • Bachelor’s Degree in a related field and experience (typically 0 to 2 years) or equivalent combination of related education and experience. • Experience and knowledge in construction, operation and/or support of outside plant infrastructure, and an understanding of the associated industry standards. • Demonstrated experience in construction management. • Ability to read and understand construction documents and blue prints. • Skilled and comfortable using personal computers and common productivity suite software and common applications (e.g., MS Word, MS Excel, email, on-line calendar, etc.). • Excellent verbal and written communication skills including the ability to write and deliver clear concise instructions, reports, and work summaries. • Excellent problem-solving skills, be systematic, technically curious, and self-motivated. • Strong customer service/customer relation skills. • Must be able to meet the University of Iowa’s Fleet safety requirements (see website for info) www.uiowa.edu/~our/opmanual/v/19.htm#195 Desirable qualifications include: • Experience with Auto Cad or other similar software. • Knowledge and experience with testing, splicing and placement of copper cabling. • Knowledge or experience with testing, termination and placement of optical fiber cable. • Knowledge of, and familiarity with, industry TIA/EIA communications infrastructure standards and their application.
