Manager Regulatory Compliance 1 (Export Compliance)

This position will be responsible for the development and implementation of compliance programs under the International Traffic and Arms Regulations (ITAR) and Export Administration Regulations (EAR) for NGSB. Responsibilities include: The development and maintenance of NGSB sector export policies and procedures. Draft, circulate, resolve comments, publish and implement procedures through NGSB Command Media. Publish internal guidance in a timely manner. Develop and provide training as necessary to ensure implementation of export processes. Develop metric reports to more efficiently manage the ICO. Ensure corporate wide automated solutions are deployed effectively and efficiently throughout NGSB and that the automated solutions comply with sector policies and procedures. Develop and conduct self-assessments/audits of NGSB programs and locations; identify potential areas of compliance vulnerability and risk; develop recommendations and closure plans for corrective actions; monitor completion of corrective actions. This includes working with the Export Import Shared Service (EISS) to determine which self assessments are to be conducted and whether additional assessments are required. As well as working with the Law Department to further identify possible acts of non compliance. Support mergers, acquisitions or divestures occurring within NGSB cognizance by participating in due diligence reviews and post closing transitions.

Basic Qualifications:  Bachelor's Degree with ten (10) years experience.  Requires a minimum of three (3) years experience working with the requirements to submit and comply with export licenses and agreements, interpreting regulatory changes, and providing guidance on U.S. ITAR and EAR regulations for the licensing of commodities, technical data and defense services or prior experience either auditing or conducting assessments.  Strong training, writing and communication skills required. DoD Security Clearance required.


Preferred Experience:
  Experience with Alcohol, Tobacco, Firearms and Explosives
permanent import regulations desired.  Experience or familiarity with Department of Energy regulations desired.
