Job Description

Are you a technical Wintel Application Development Manager with experience managing a team of 20-40+ employees?  Do you have State and/or Federal experience as a technical Wintel Application Development Manager?  If so, we invite you to review this position description and submit your application if you meet the MUST HAVE requirements.

The Application Development Manager manages a team of software engineers constructing and maintaining mission-critical, high-visibility applications in direct support of our client’s business objectives.  The ideal candidate for this role has a technical leadership background in addition to a deep understanding of online business.  The software development department collaborates with technology areas to deliver innovative technology solutions.  Additionally, the development area provides consulting expertise to guide overall prioritization and drive scheduling of product technology initiatives.

Our clients development team makes use of and interfaces with many technologies: .NET Framework 2.0 and 3.0, C#, VB, J2EE, AJAX, WCF, OOA&D, UML, RUP, Apache, dB2, SQL and more in primarily a Windows environment.  The incumbent should have a good balance of experience and skills in several front-end and/or back-end technologies, including knowledge of J2EE, XHTML, JavaScript and DHTML, CSS, SOA, AJAX, JDBC, JUnit, XML, and UML.

• The Manager is expected to effectively manage a team of 20 – 40+ employee and contractor professionals in all aspects of software engineering.
• Conduct individual performance reviews, and manage career development for team members.  In addition, this person will coach, guide, and mentor development team members to ensure proper direction and personal development.
• Effectively coordinate communications between/among cross-functional teams, resolve conflict, and maintain confidentiality.
• Strong problem-solving, supervisory experience and team leadership skills.
• Must be a strong team leader and have good interpersonal skills that can foster, demonstrate, and promote excellence in a team environment.
• Reliable, self-motivated, and focused on high quality delivery of work products; willing to accept responsibility and accountability
• Works with application and architecture teams to define and enforce best practices and agreed upon standards, inclusive of: coding conventions, unit testing strategies, and architectural patterns.
• Aggressively pursues new and innovative ways to solve both technical and SDLC related deficiencies (source level to methodology level)

Required Experience

• At least 10 years experience leading technology professionals and delivering technology solutions utilizing a variety of in-house developed and package solutions.
• At least 5 years experience leading web and ecommerce oriented technology professionals within a highly integrated Java, J2EE and .Net environment.
• Experience in Health and Human Services
• Experience in State Government
• Thorough technical understanding of web-based development concepts and web-based applications is mandatory.
• Ability to work well with a wide variety of people with varying technical skill sets and business knowledge is required (from the very abstract to the very granular) this cultural fit aspect is as important as technical expertise.
• Able to differentiate between hyperbole and effective solutions.
• Minimum of five (5) full SDLC implementations of a multi-tiered application as a manager with full responsibility for application development tasks.  Including: online and batch interfaces, conversion analysis and development, build/configuration management tasks, testing and implementation support.
• Minimum of two (2)  implementations involving real time online or batch interface with a legacy application.
• Strong working knowledge of IBM Rational Suite for development, testing, and configuration management.
• Working knowledge of CMMI principles and certification.

Required Education:
• Bachelors Degree in Computer Science or Computer Information Systems (related/commensurate experience acceptable). 
• PMP Certification
• Master's Degree preferred but not required.
