MANAGER, TECHNICAL PURCHASING

Norwegian Cruise Line, one of the fastest growing cruise lines in the travel industry today, is seeking a highly motivated and experienced Manager, Technical Purchasing to join our Miami based team.
BASIC PURPOSE:
Maintains and promotes purchasing and materials management policies, procedures and practices relative to the global procurement of all technical/maritime parts & supplies. Maintains the AMOS purchasing data system to ensure a central information base relative to items being purchased, by whom, from which sources, in what quantities, and at what cost. Negotiates and contracts for appropriate items.
Plans, develops and implements buying strategies, operating procedures and practices for the Technical/Maritime area. The goal is to obtain materials, goods and services at the lowest total cost while assuring that quality, delivery and service requirements are achieved.
Maintains a continuous awareness and overview of both domestic and international markets relative to product availability, quality, and costs. Develops and maintains contacts with industry counterparts and suppliers to assess overall market conditions and assists in developing both immediate and long term procurement strategies.
DUTIES AND RESPONSIBILITIES:

Conducts ongoing global market research for sources of supply and alternative products to achieve improved quality, availability, assesses historic consumption rates, usage patterns, and pricing trends.

Develops buying alternatives, e.g. annual contract, spot market purchase, blanket order, purchases for inventory, offshore vs. domestic purchases, etc. and recommends or takes action consistent with designated level of authority to ensure that products are purchased in the proper quantities consistent with market conditions ensuring that established quality standards are maintained at the lowest total cost.

Maintains adequate and qualified sources of supply. Researches and valuates financial, technical, and performance capabilities of potential and existing suppliers to ensure that product quality standards and required service levels are maintained and costs effectively controlled at all times.

Assists in the development and preparation of annual provisioning plans. Routinely reviews and provides updated product availability and cost information to Purchasing Management, Ship Operations Department Management and the vessels so that ordering cycles are maintained and the fleet is provisioned on a timely and cost-effective basis.

Trains and develops subordinates by keeping them abreast of market developments, product innovations, modern buying techniques and processes and AMOS systems and applications through on-the-job training, seminars, vendor visits etc.

Ensures product quality integrity of technical related items delivered to the ships through careful selection of suppliers and product inspection visits to suppliers’ locations, consolidators and the delivery ports.

Manages dry-docks and other technical purchasing related projects to ensure that suppliers’ performance expectations are met or exceeded.

Must be familiar with the Safety and Environmental Protection Policy and the SEMS, carry out the policies and procedures appropriate for his/her position.
REQUIREMENTS
REQUIRED EDUCATION:
Bachelors Degree in Business or Engineering or equivalent experience is required. MBA preferred. C.P.M. Certification is desirable.
REQUIRED EXPERIENCE:
Six to eight years in the transportation industry with emphasis in procurement or contract administration relating to technical maritime spares/parts.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Solid knowledge of AMOS purchasing data system or other similar purchasing system required.

Intermediate level knowledge of Microsoft Office Suite including Excel, Word, Outlook and Powerpoint.

Must have an understanding of economic indicators: market trends, price indices, commercial and contract law.

Strong analytical skills, attention to detail and accuracy in order to analyze different bids.

Must possess strong negotiating skills and be versed in modern strategic purchasing concepts.

Must be able to employ proper leadership cycle to a variety of situations and be skilled in conflict resolution and facilitation of team action in a dynamic environment.

Excellent written and interpersonal communication skills to work effectively with internal and external clients.
- Excellent organizational and problem-solving skills in order to prioritize workload according to business demands.
