General Description: Provide mission driven leadership and comprehensive oversight to the day-to-day clinical program operations at THLW. Reporting to the President/CEO the Vice President will serve as a member of the Executive Management Team and senior advisor on clinical and multicultural family practice. Responsibilities include: program leadership and management; supervising staff and performance management; financial management and oversight; continuous quality improvement; and active communication and positive relations with public agencies, funders, community partners and staff. Essential Functions Senior advisor to the President/CEO, and all Executive Management Team members, on clinical, strategic, and operational planning for the programs. Member of the Executive Management Team tasked to ensure achievement of the mission and strategic plan for the operations group. Lead agency efforts in the provision of multicultural clinical practice for children, youth and families served, and ensure that agency programs are delivering culturally competent service.Lead the design and implementation of “best practice” in clinical program operations, including residential, educational and family, school and community-based programs.Effectively manage and facilitate staff development of goals, objectives and performance standards for individual program areas. Monitor performance to ensure meeting of targets and performance standards. Assess significance of performance variances and identify need for improvement as necessary.Work very closely with the VP for Performance and Outcomes to ensure that program evaluation, outcome measurement, and research activities are implemented and incorporated into program quality improvement. Participate in monthly review and analysis of all outcome data reports, substantive critical incident reports and direct continuous quality improvement as review indicated.Develop and improve management staff competencies for all levels of the operations team, improve bench strength; facilitate the establishment of their goals and objectives; evaluate their performance; administer their compensation; provide counseling as required; and foster collaboration and coordination within the operations team.In partnership with Program Directors, develop, monitor and manage annual capital and operating expense budgets for agency programs. Participate with other senior executive staff in regular budget review meetings for all agency departments.Provide leadership in marketing and growth of program operations. Establish and maintain relationships with senior managers of funding, provider, other partners, organizations and government agencies, including DSS, DOE, DMH, and DPH. Promote a commitment to quality of care, customer service, innovation, and continuous quality improvement and to answer the question: are we helping, how do we know?Attend and participate at meetings of the Board of Directors and selected major Board committees to consult and advise regarding program plans, operations and new initiatives. Perform other related executive and administrative duties as required.QualificationsMasters Degree or PhD in social work (clinical) and/or degree in clinical psychology with 10+ years of compatible management experience in human service, health care, and/or childcare agency services. Demonstrated experience in and understanding of service delivery to multicultural, racially and linguistically diverse populations.Physical RequirementsStandard office setting, with extensive travel to program sites. Computer literate including Microsoft Office and Internet Explorer with the ability to learn new software applications.SupervisionResponsible for direction and performance of all program operations and clinical staff.
