Technical Project Manager I (caEHR) 157596 (NCI)

THIS POSITION IS CONTINGENT UPON AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) FUNDING.

The Cancer BioInformatics Grid (caBIG) is a 21st century information initiative of the National Cancer Institute Center for Biomedical Informatics and Information Technology (NCI CBIIT). Will manage the ARRA Oncology Extended Electronic Health Record (caEHR) project in support of the Cancer Biomedical Informatics Grid (caBIG) and NCI Community Cancer Center Programs. The successful applicant will be responsible for managing technical, contractual and reporting aspects of multiple contracts that will deliver an open source software solution for cancer electronic health records in community settings. Responsibilities include strong communication and liaison activities with the NCI and SAIC-F organizations. Primary responsibility is the direct oversight of subcontractors performing work under SAIC-F ARRA subcontracts. Close coordination with NCI CBIIT personnel will be required as well as facilitation and coordination with other caBIG workspaces.

REQUIRED SKILLS: Possession of a Master's from an accredited college or university in biomedical science, physics, computer science, engineering and/or related field or six (6) years of related experience required. Foreign educated candidates who have completed part or all of their education outside of the United States must have their foreign education evaluated by an SAIC-approved accrediting organization to assure that it has met the equivalency of the qualifications of degree work in the United States. In addition to educational requirements, a minimum of five (5) years experience managing the deployment of electronic health records, or serving as the Project Manager on large scale projects developing distributed software tools or technology for Federal or Commercial customers is required. Experience with SOA based development and implementation projects. Must have demonstrated experience in project or organizational financial management. Ability to keep detailed records of risk management and mitigation for auditable projects. Must have exceptional written and oral communication skills to work closely with numerous stakeholders from diverse organizations, attending meetings as Program liaison. Communicate clearly with all levels of clinical and scientific personnel and administrative staff through written and oral presentations. The candidate must demonstrate success in previous management positions, in deployment and implementation process, show evidence of both independent thought and leadership and have experience in working in a highly integrated, multi-disciplinary environment. This position is subject to obtaining a Public Trust Clearance.

DESIRED SKILLS: PMP certification. Experience in clinical/science areas with EHR deployment and implementation is highly desired. Demonstrated ability and past experience performing project risk assessment and tracking. Experience in implementing and/or using a continuous risk assessment methodology, and experience defining and performing quality assurance procedures during the full project management life cycle are highly desirable qualifications. Experience in managing the development and deployment of systems that are subject to regulatory requirements in the clinical domain, including those that are subject to 21 CFR Part 11, HIPAA, FISMA, Section 508 of the Rehabilitation Act, and OMB Memorandum M-06-16.
