Job Description:
SUMMARY:Responsible for supporting plant operations by planning and supervising all operational activities for operation activities performed outside of the Control Room to ensure safe, consistent, and efficient plant operations. Assists Plant Shift Manager in planning, organizing, and coordinating operational activities with both internal (EG&G) and external (Government and other external agencies) customers, and ensures compliance with established procedures for plant operations and maintenance activities. Serves as point of contact for all entries into the toxic area by being present at the designated airlock while the entrants are entering and exiting from the airlocks.DESCRIPTION OF DUTIES:Level E51.Responsible for planning, initiating, supervising, and maintaining accountability for all plant operational activities performed by Operations shift personnel assigned to work outside the Control Room. Duties include, but are not limited to, the following:-Serving as the main point of contact for the Plant Shift Manager for all activities performed in the PAS/Utility area, CHB/UPA area, BRA/RHA area, and DSA. Assisting Plant Shift Manager in planning and directing activities, establishing priorities and making specific job assignments for assigned shift personnel.-Ensuring all inspections and tests are properly set up, demonstrated, performed and witnessed as required to operate in compliance with established policies, procedures, and practices. This is to include all required environmental inspections in the areas outside of the Control Room.-Controls entry into exclusion areas and precludes unauthorized access to areas containing chemical surety materials. .-Supervises and oversees all entries and exits from the MDB airlocks.-Coordinating all planned operational activities with Plant Shift Manager to ensure effective utilization of resources based upon the goals and priorities established for assigned shift.-Supervising assigned personnel in the performance of duties to ensure all applicable TOCDF procedures, policies, specifications, and safe work practices are adequately understood and followed.-Proposing any possible improvements that may affect system reliability and maintainability, installations, safety and schedule or employee satisfaction.-Coordinates with Plant Shift Manager and Maintenance Engineer in determining and developing approaches and solutions to existing plant problems. Effectively minimizing plant downtime.-Responsibilities require routine access to the chemical surety materials exclusion area to supervise personnel.2.Serves as main point of contact for the Plant Shift Manager for the monitoring of all entries into and out of toxic areas of the MDB. Duties include, but are not limited to, the following: -Being present at the entry/exit airlock while personnel are entering and exiting these airlocks. While the entrants are in areas other than the airlocks, the Operations Supervisor has responsibility for monitoring and controlling the entry. -Coordinating with other shift leads to provide the backup support for each entry.-In the event of an emergency or unusual situation, overseeing the evaluation of the situation and may be required to make immediate decisions concerning the appropriate method to ensure safety of the individual processing in/out of the airlock.3.Provides input to Plant Shift Managers and assumes responsibility for operations human resource related functions to include hiring, firing, and performance evaluation. Is also responsible for evaluating employee knowledge, proficiency and performance. Reviewing performance with employees and encouraging continuation of commendable attributes and recommending improvements as necessary for employee growth.4. Provides analysis on deviations or inconsistencies that arise and if deemed necessary, coordinates with the Plant Shift Manager on such issues.5. Attends training to ensure safety and environmental rules are understood and enforced.6. Supports the TOCDF safety culture by performing all duties in accordance with the below listed safety responsibilities and enforcing a safe work environment.7. Performs other duties as assigned.Level E61.Performs a combination of level E5 and additional duties including, Planning, initiating, supervising, and maintaining accountability for all plant operational activities performed by Operations shift personnel assigned to work outside the Control Room. Duties include, but are not limited to, the following:-Responding to, reviewing, and analyzing production, quality control, maintenance, and plant issues, including, but not limited to human resources, safety, equipment malfunctions, and compliance.-Managing assigned shift personnel to ensue the plant is operating in compliance with customer and company policies and operating procedures.-Advising and providing input and feedback to shift employees on matters pertaining to specific objectives, individual tasks and duties, and performance requirements to help meet established schedules or resolve technical or operational problems.2.Leads or serves on committees and/or corrective action teams as required.3.Acts for Plant Shift Manager as assigned.OTHER RESPONSIBILITIES:SAFETY:EG&G Defense Materials, Inc. enforces a safety culture whereby all employees have the responsibility for continuously developing and maintaining a safe working environment. Each incumbent is responsible for completing all training requirements and fulfilling all self-aid/buddy-aid responsibilities, participating in emergency response tasks as requested, and serving on safety committees and teams as requested. In addition, because this position possesses management duties, the incumbent must accept the responsibility for enforcing and maintaining the safety of themselves and others by effectively communicating and adhering to all written and verbal instructions, performing daily inspections of the functional work area and promptly responding to and correcting all identified hazards or unsafe conditions, bringing nonstandard operations or environmental factors that may involve unmitigated hazards to the attention of senior management, Safety and/or Training, and continuously enhancing employee involvement in safety rules and policies. Incumbent will also be responsible for utilizing written guidelines for training each employee in on-the-job safety. A copy of such outline will be signed by the employee and forwarded to Training for inclusion in the employee’s training record.PROCEDURE COMPLIANCE:Incumbent must read and understand the general and specific operational, safety, and environmental requirements of all plans, procedures, and policies pertaining to this job and sign a statement acknowledging completion of this job requirement and their acceptance of the requirement to perform all procedure steps without deviation. In addition, leads are accountable to assure implementation of this requirement within their organization.WORKING CONDITIONS:Works in a chemical plant in proximity to toxic chemical munitions. May enter area containing toxic chemicals or chemical munitions. The individual and supervisor assure that the degree of risk is reduced to the lowest level. Must be able to acknowledge and respond to Emergency lights and sirens and be capable of wearing a protective mask. Performs hazardous waste management duties and/or waste worker duties in EPA permitted or regulated facilities. Duties may involve one or more of the following: management, coordination, engineering, or technical work involving hazardous waste management programs or projects; or movement, containerization, storage, identification, record keeping, emergency response, treatment, and/or disposition of hazardous waste. Such duties require the ability to interpret and implement environmental regulations; knowledge of hazardous waste products and safety regulations; and the skills to effect regulatory requirements and ensure proper management and/or handling of hazardous wastes.Incumbent must successfully complete training in hazardous waste management procedures within six months after the date of appointment to this position and will not work in unsupervised situations until these training requirements have been met. Incumbent must also participate in an annual review of this training.THIS POSITION COMES UNDER THE CHEMICALPERSONNEL RELIABILITY PROGRAM

Duties at each level vary in complexity, technicality, level of responsibility, supervision, etc. Incumbent must be able to demonstrate past supervisory/lead experience in a chemical, petrochemical, power plant or equivalent operation, and the ability to work with people of varied backgrounds and myriad objectives, reach consensus on complex issues in a timely manner, and manage others in performing complex, interrelated tasks in an efficient, effective and timely manner.Level E5 Must possess a BS Degree + 4 years equivalent specialized training and work experience of which 2 years must be experience in a lead or supervisory position or 4 years directly-related chemical demilitarization experience; OR MS Degree + 2 years equivalent specialized training and work experience of which 2 years must be in a experience in a lead or supervisory position or 4 years directly-related chemical demilitarization; OR Ph.D. OR 12 years equivalent specialized training and work experience of which 2 years must be experience in a lead or supervisory position or 4 years directly-related demilitarization experience. Level E6 Must possess a BS Degree + 6 years equivalent specialized training and work experience of which 2 years must be experience in a supervisory or management position or 4 years directly-related chemical demilitarization experience; OR MS Degree + 4 years equivalent specialized training and work experience of which 2 years must be in a supervisory or management position or 4 years directly-related chemical demilitarization experience; OR Ph.D. + 2 years experience in a supervisory or management position OR 14 years equivalent specialized training and work experience of which 2 years must be experience in a supervisory or management position or 4 years directly-related chemical demilitarization experience.
