Summary:
Formulates strategies and plans to capture new business and leads capture-related activities, focusing on qualifying and capturing government acquisitions, programs, and emerging opportunities in various markets.
Duties:
• Drives the opportunity from capture decision to contract award
• Directs the preparation, approval, and execution of the capture plan, the capture schedule and the B&P budget associated with the new business target
• Leads, motivates, and energizes internal and external team members to produce a winning solution
• Formulates, communicates, and implements an integrated capture strategy that provides a clear and defensible justification for award
• Ensures appropriate resources are assigned to address all client requirements
• Develops and presents capture management reports and briefings
• Identifies capture team and assigns capture responsibilities
• Works closely with functional departments to assure an integrated approach
• Ensures compliance with company policies and procedures and other practices set forth by upper management
• Performs administrative, analytical and research activities in support of the business development and acquisition, strategic planning, proposal development and/or marketing services functions. Gathers data on competitors and analyzes their prices, sales and methods of operation. Analyzes and researches customer information, product/service preferences, market size, penetration, marketing practices and trends
• Conducts visits to key customer decision makers to influence emerging requirements
• Communicates with leadership on the best methods for pursuing opportunities.
• Schedules meetings with government decision-makers to identify opportunities and working capture process
• Works with proposal development resources to respond to Requests for Proposals and to develop unsolicited proposals
• Directs and manages the acquisition of new business, i.e.; aggressively growing a pipeline from identifying opportunities, synthesizing the requirements, analyzing the data and the feasibility of opportunities, to the capture phase, playing a lead part in the final decision making.
Minimum of 10 yrs of business development/strategic capture experience with DOD engineering services, logistics, and/or range operations and maintenance with an emphasis in Army programs. Extensive knowledge of the military, its decision makers, strategic direction, capability and technology gaps, and be able to convert this knowledge into new business strategies. Ability to influence decision-makers; be knowledgeable of and able to strategically position the company for new growth. A record of successful new business development. Possesses demonstrated ability as a capture manager leading capture teams from pursuit decision to award. Bachelors Degree in Technical Field (Engineering, Logistics or equivalent). Knowledge of the acquisition process and have sufficient technical background to verify and shape capture strategy. Secret clearance required, strong negotiating skills, willing to travel 50% or more of time for business purposes.
