Description
Under general supervision, the employment Specialist will perform a full range of professional job duties related to the Workforce Investment Act (WIA) Adult/Dislocated Worker and Youth programs. The Employment Specialist will be responsible for providing Adult and/or Youth job seekers with, career counseling and employment guidance, job development/placement, occupational skills training and post-employment/retention services.
Provides professional support in the development, implementation, and administration of Workforce Investment Act programs, projects, and activities
Meets with individuals to assess education, skill sets, work history and future plans for employment
Provides extensive career counseling services, linking dislocated, unemployed and under-employed workers to workplace pathways ties to thelocal and regional economy
Develops skill development and industry-specific training plans that will assist the individual with successful employment outcomes
Performs and manages eligibility, employment plan maintenance, case note updates and customer information using the Virtual One Stop System (VOS)
Develops and enhances relationships with businesses that result in employment opportunities
Maintains participant and job placement reports, and tracks and monitors participant progress and job search activities
Interprets and ensures compliance to applicable Bureau, Department, City,State, and Federal policy and regulations
Works collaboratively in cross-cutting partner driven work teams
Performs analysis, prepares reports and other correspondence
Markets workforce development services, conducts public presentations, and represents the Bureau and Center at public meetings and events
Requirements
QUALIFICATIONS AND EXPERIENCE
Graduation from an accredited college or university with a Bachelor’s Degree in Business, Public Administration, or closely related field.
Experience offering specific and substantial preparation of the duties of the position may be substituted for the required education on a year-for-year basis
A minimum of two years of recent full-time experience offering specific and substantial preparation for the duties of the position
Understanding of the Workforce Investment Act, particularly program mandates and performance outcome requirements
Knowledge of labor market information and industry trends
Strong ability to identify and create job opportunities, including on-the-job training sites with local businesses
Ability to work independently with general supervision and exercise sound judgment
Ability to work within deadlines, and manage multiple assignments and priorities
Ability to work with “hard-to-serve" adults and youth who possess one or more barriers to employment
Ability to assess participant needs and develop an Individual Employment Plan
Computer experience, knowledge of Microsoft Office (Word, Excel, Access, PowerPoint) and e-mail
Strong written, oral and interpersonal communication skills
Possess valid California driver’s license
Bilingual English/Spanish or English/Khmer
