STATE OF TEXAS APPLICATION MUST BE COMPLETED TO BE CONSIDERED FOR POSITION

 

Performs advanced administrative and supervisory auditing and regulatory work.  Task involves establishing and maintaining standards for achieving program goals; coordinating and evaluating program activities.  Work involves performing second level review and approval of investigative reports and audit findings.    May review and perform audits of records, reports, financial statements, and management practices of regulated entities to ensure legal compliance with the Alcoholic Beverage Code and rules.   Resolve regulatory issues relating to audit/analysis/investigation assignments and the interpretation and application of the Alcoholic Beverage Code, departmental rulings, and legal decisions.  Work also includes preparing and settling administrative cases, property management and controls, conducting private club fee analyses, food and beverage analyses, and conducting initial interviews with applicants for a license or permit. Will train, plan, assign, and supervise the work of others. Works under general direction with considerable latitude for the use of initiative and independent judgment.

 

GENERAL DUTIES:

  • Assist the regional supervisor with management of activities performed by professional and clerical staff.
  • Assist the regional supervisor with the development of regional action plan. 
  • Work closely with regional supervisor to develop and/or approve work schedules, priorities, and standards for  achieving departmental performance measures.
  • May prepare and conduct seminars and presentations about assigned program area for taxpayers, industry members, executive management, or elected officials.
  • Resolve audit/analysis/investigation issues by researching specific topics through interviews, document reviews, prior findings, Alcoholic Beverage Code, rules, and other research techniques.
  • Obtains, organizes, and presents evidential matter from audits/analyses/investigations for management approval.
  • Analyzes complex or large amounts of information and identifies potential solutions.  Weighs value of each solution to improve program and workplace effectiveness.
  • Manage administrative cases prepared by professional staff to ensure cases meet quality standard and are timely submitted.
  • Assist in training of staff as well as assess training needs of staff and make training recommendations.
  • Develop educational initiatives to meet education performance measures.
  • Develops audit/analysis/investigation objectives and project steps to include in audit/time budget.
  • Reviews the Alcoholic Beverage Code, rules, and historical information as applicable to the audit/analysis/investigation.
  • Takes initiative to try new approaches and formulates strategies.
  • Supervises the preparation of complex auditing statements, investigation reports, and final audit reports.  Recommends revisions or course of action, and other working papers.
  • Conducts post audit/analysis/investigation assessments.
  • Confers with staff and regional supervisor on audit/investigation and office objectives

 

  • Manages projects, investigations, analyses, etc. through review and modification of schedules, addition or deletion of tasks, and coordination between and among staff.
  • Researches, develops and evaluates audit program, private club analyses and any other compliance procedures.
  • Conducts second level review of audits, analyses & investigations submitted by staff auditors to ensure accuracy.
  • Verifies weekly auditor reports for accuracy.
  • May compile monthly or other special reports and prepares the region’s monthly activity report.
  • Identifies and assign audit/analysis/investigation projects as necessary.
  • Supervises the initiation and investigation of audits and audit sources.
  • Supervises the accumulation of evidence in legal cases and may testify at legal proceedings..
  • Supervises special investigations of subterfuge, money laundering, marketing practices, etc.
  • Performs other duties as assigned.
Requirements

Education, Experience and Training

·         Graduation from an accredited four-year college or university in a business related field with at least twelve (12) hours of accounting and/or auditing course work.

·         Three years experience in conducting inspections, audits, analyses or investigations.

·         An equivalent combination of experience and/or education will substitute for the above minimum qualifications on a year-for-year basis.

·         Two years of supervisory experience preferred.

 

Knowledge, Skills, and Abilities
  • Extensive knowledge of the alcoholic beverage industry, and agency and regional policies and procedures.
  • Ability to analyze, evaluate, and summarize a large volume of highly complex financial records for accuracy and conformance with accounting standards and legal requirements.
  • Ability to communicate effectively with the business communities.
  • Ability to prepare clear and concise reports.
  • Ability to gather and analyze accurate and relevant information.
  • Ability to interpret statutes, rules, and agency policies.
  • Working knowledge of computers, personal computers and word processing/spreadsheet software.  Knowledge of Word and Excel is preferred.
