We have an immediate need for one experienced Program Manager/Subject Matter Expert (SME) to join our team. As a Program Manager/SME, you will help develop and lead a team of multi-disciplined professionals dedicated to one or more Information Assurance / Certification and Accreditation programs in support of our customers. Program Manager/SME’s duties will fall into four broad categories: General Program Management, Sales / Program Development for expansion of existing programs and identification of new work within the IA/C&A community, Cultivation and Development of an in-house IA/C&A team for establishing core C&A competences, and providing Subject Matter Expertise for direct execution and oversight of multiple IA/C&A work projects resulting in DISCAP accreditation of Government systems.
Typical activities of the Program Manager/SME will include some combination of the following, as appropriate in support of the assigned programs:
General Program Management:
Work independently to achieve project results and report status regularly to the Director.
Assume accountability for all activities concerning the program which include: selection, hiring, firing and retention of personnel; scheduling and managing of labor, travel, other direct costs and all program activities.
Communicate with the S3 Director on issues that pertain to management objectives, employee morale, program decisions, and related matters.
Execute within the program’s budget.
Conduct regular Program Staff meetings to control program planning and execution; perform weekly and monthly status reports as well as Quarterly Program Reviews for the customer and upper management.
Communicate with customers to identify current taskings and to develop program objectives to satisfy all customer requirements.
Provide SME/lead technical assistance to the proposal development process for contract recompletes and new proposal objectives.
Negotiate and create task execution plans.
Manage program, review progress and approve costs.
Develop project plan and schedule.
Prioritize, assign, and track the scheduled task and financials.
Lead the design and development of engineering activities in specific core areas of his/her expertise.
Implement the use of, and show mastery in, MS Project, Microsoft Office Suite, and other tools as may be required in the management of contract performance financial accounting.
Sales/Program Development
Identify and lead efforts related to sales and expansion of opportunities within the program.
Identify and pursue, with S3 Director’s concurrence, companion markets for new business opportunities, specifically the identification and acquisition of new IA/C&A business.
Provide feedback to the Director related to progress against sales objectives.
Provide support to Director/Business Development in coordination of sales activities. Team Development and Core Competencies
Establish team processes and standards (within the larger Sensor framework).
Must be a role model to subordinate employees, be a workforce motivator, and be a provider of constructive criticism.
Support team members with the development of their MBOs.
Cultivate and Develop an in-house IA/C&A
Provide Subject Matter Expertise for direct execution and oversight of multiple IA/C&A projects resulting in DIACAP accreditation.

Education and Experience:
30 Years Direct Relevant Experience plus HS diploma OR
20 Years Direct Relevant Experience and a Bachelor’s Degree in management, business administration, computer science, or any engineering discipline. OR
15 Years Direct Relevant Experience and an advanced degree in management, business administration, computer science, or any engineering discipline. Additional Experience Desired:
A minimum of five (5) years demonstrated experience in working specifically within an IA or C&A engineering and accreditation environment completing DIACAP accreditations for Mission enclaves and Campus Area Networks (ICANS) and Command, Control, and Communications (C3) Systems.
Excellent leadership skills – demonstrated ability to effectively lead a customer through the requirements process and demonstrated ability to guide and influence the implementation towards meeting customer needs.
Excellent communications skills (written and oral); excellent negotiation and issue resolution skills; excellent facilitation skills.
Excellent Project Management skills, ability to work with a sense of urgency and attention to detail.
