Program Manager

Duties and Responsibilities

• Provide budget and financial expertise for a large NASA financial contract.
• Serves as senior corporate representative responsible for overall contract performance
• Maintain profit and loss responsibilities for a contract with 125 to 150 personnel.
• Direct a large accounting operations which tracks costs back to individual work breakdown structure elements.
• Provide experience with the identification and competition for new research work.
• Provide budgetary analyses for the performance of work.
• Support the training, use, and improvement of the SAP-based IEMP system.
• Provide general direction to the acquisition and procurement management efforts of a large NASA center
• Provide expertise and the ability to manage complex cost estimation techniques.
• Direct a large procurement workforce in an effort to decrease the Procurement Automation Lead Time (PALT)
•  Provide the administrative expertise to allow a contracting office implement FAR-compliant source selections.

Required Skills/Technical Abilities

• Twelve years of directly related experience in NASA Federal Government Finance
• Possess superb customer service and interpersonal skills
• Intimate knowledge of NASA Finance Administration, Contract Administration, Acquisition Management, Procurement Action and Database Management
• Strong organizational and analytical skills
• Expertise in the management of a workforce of >125 staff members
• Ability to manage senior level personnel decisions.

Education Requirements

• Bachelors Degree in Business/Financial Management
• Certified Government/DoD Financial Analyst or equivalent

U.S. Citizenship Required.
