Description
Works with the integrated proposal team as the cost volume lead responsible for analyzing, understanding, and communicating RFP requirements. Leads all aspects of the proposal cost development effort and price to win utilizing ProPricer.
• Act as an advisor to department managers, and program management cost, schedule, and technical elements in the development of proposals in accordance with Request for Proposal specifications.
• Analyze RFP, develop Work Breakdown Structure (WBS) and Basis of Estimate (BOE) in conjunction with proposal manager and prepare outline for cost/price volume submittal to customer.
• Lead Price to Win strategy development, review functional labor estimates for accuracy and completeness, review material quotations for accuracy and completeness.
• Coordinate the collection and accumulation of cost estimates, scheduling, and performance elements from functional departments.
• Research and analyzes historical data, develops cost models and pricing rules to support proposal efforts.
• Lead and write cost volume for Federal proposals.
• Maintenance of quotation and proposal records and BOE library.
Requirements
Five years experience supporting proposal cost volume development for federal contracts, plus IDIQ and Task Order process experience.
Demonstrated ProPricer expertise.
Preferred: Proven success in proposal volume scheduling.
