Director & Chief Engineer - Integrated Communications (iCom)

The Director & Chief Engineer provides: Engineering leadership and Management in the development of a product line of integrated shipboard communications products and their integration into numerous domestic and international customer programs. Technical oversight of the business area. Support during discussions with new customers. Expertise in the consideration of new technologies/products for internal investment and incorporation into the product line.

Specific Technical Skills: Internal and external naval communications domain expertise. Experience developing standard telephony products (e.g., T1/E1 products, TDM backplane, ISDN Signaling, POTS). VoIP experience (SIP based) and familiarity with standards, architectures, and current commercial equipment (e.g., CISCO VoIP Call Manager) and sources of VoIP Intellectual Property. Knowledge or experience with evolving commercial communications technologies (WiFi, WiMAX). Background with both hardware and software design and development using a specification driven development process (waterfall, mini-spiral, etc).

Duties: Provides technical expertise and oversight to all ongoing IR&D and contract developments. Work closely with other engineering staff to assure engineering activities such as staffing, organization, and technical approach on programs are integrated within the organization. Develops and maintains the technical support for the strategic vision for the business area. Provides Technical support for all new business pursuits and leadership of technical recovery efforts. Creates and maintains the technology roadmap for the business area. Requires both strategic and tactical execution. Accountable for process compliance and providing accurate workforce forecasts to the functional Engineering Directors. Provides technical leadership to new business pursuits through creation and delivery of product briefings and generating and reviewing proposals. Provides technical analysis, planning, integration, and programmatic support in the areas of: IR&D efforts, program planning and execution, competitive assessments and new business pursuits. In addition to these activities, the individual will be responsible for specific get well and/or Technical Direction activities as needs arise.

Requirements

Minimum requirements: U.S. Citizen. Bachelors Degree in an engineering discipline, Masters desired. 15+ years experience with a minimum of 5 years in a senior engineering management role. Good understanding of Business Development, proposal development and Program Management. Proven leader with strong influence skills. Demonstrated success in leading engineering development teams. Significant well-rounded design experience including software, hardware and large scale integration experience. Experience with complete product development cycle. Strong skills in setting vision, direction, developing others and driving change. A proven track record of successful product design and development. Decisive action-oriented individual who works independently and takes ownership of open issues. Demonstrated ability leading the engineering effort on numerous pursuits and proposals. Excellent oral and written communications skills, especially working with senior management and customers. Experience as Technical Director leading engineering efforts from the concept development phase through the Operational evaluation phase with a successful record with respect to cost, schedule, technical achievement, risk identification & management and adherence to Level 3 CMMI processes. Must be able to attain Secret security clearance.

This position is a direct report to the Vice President, Engineering. Desirable: Active security clearance
