Intergovernmental Relations Manager
The City of Charlotte is seeking a seasoned professional with a strong legislative background to serve as a senior level advisor to the City Manager and the Mayor and City Council. The City of Charlotte has a Council-Manager form of government with a Mayor and 11 Council Members elected every two years in November, and a professional City Manager to run the day-to-day operations. The Mayor and four Council Members are elected at-large by a city-wide vote. Seven Council Members are elected from districts by voters who reside in each district. While the City Council is responsible for passing all ordinances, some policy decisions also require approval of legislation by the North Carolina General Assembly.
Charlotte, the largest city in the state of North Carolina and the 20th largest city in the United States, is the second largest financial district in the nation. Eight Fortune 500 companies are headquartered in the Charlotte metropolitan area.
This position is a member of the City’s Senior Executive management team and serves an instrumental advisory and reporting role to the City Manager regarding policy issues, strategic initiatives, and legislative proposals.
Key Responsibilities:

Responsible for providing in-depth policy research and analysis on Federal, State, and Municipal legislation.

Develops and maintains effective working relationships with members of the City Council, the Mayor’s office, other elected or appointed officials, City Administrators and private sector representatives.

Works closely with other governmental entities, quasi-public sector agencies and private sector organizations including, but not limited to Mecklenburg County, the Metropolitan Transit Commission, the North Carolina League of Municipalities, the NC Metropolitan Mayors Coalition, the National League of Cities, the US Conference of Mayors, the Chamber of Commerce, higher education academic institutions, designated lobbyist groups, etc., to maximize efforts and influence legislative outcomes.

This position involves independent work and a large degree of discretion and judgment.

Frequent travel within North Carolina and in Washington, D.C. while the legislature or Congress is in session and occasionally when not in session.
Requirements:
Graduation from an accredited college or university with a Bachelor’s Degree in public administration, business administration or a closely related field. A Master’s degree in one of the fore mentioned areas is strongly preferred.
Ten years of progress responsibility and experience in working with city, county, state, and federal legislatures, local elected officials and department heads, inclusive of five years of senior management experience, or an equivalent combination of educations and/or experience.
