Reporting Responsibilities:
Reports to the Project Director
All personnel actions to include scheduling and time off requests reviewed and approved by Project Director
Represents Geneva at meetings and conferences as required
Attends all staff meetings, departmental meetings, and other meetings as required
Remains accessible and accountable at all times during work hours
Returns telephone messages within 24 hours of receipt; returns email messages in a timely manner as appropriate
Proposal Development Responsibilities:
Conduct initial and ongoing consultations with potential investigators and/or research team members
Meet with potential investigators to conduct a needs assessment
Identify funding sources and opportunities through daily notifications, individual searches, and mass searches according to the needs of investigators
Seek and distribute funding announcements according to appropriateness for grant and contract opportunities (individual, focus area groups, and Funding Bulletin)
Assist investigators with research proposal development activities to include: preparing intent letters, budget projections, completing personnel forms, formatting documents according to RFP instructions, proofreading documents, preparing documents for submission to funding source, and conducting follow-up
Ensure compliance with OMB Regulations, DoDGAR, FAR, and other applicable regulations
Conduct fiscal and administrative review prior to submission including F&A costs, benefit loading rates, subcontract proposal
Check for compliance with human subjects, animal use, and conflict of interests
Work with Project Director to negotiate with sponsors to establish terms and conditions of grant and contract awards
Assist with the preparation of proposal revisions by reviewing feedback provided by funding source, preparing revised proposal or written response in collaboration with the research team, and submitting the revised proposal/response to funding source; if necessary, identify alternative funding sources
Provide continuous guidance to potential investigators throughout the application process
Maintain current information for all clients and proposals in database
Identify and maintain information in database related to research expertise and services typically utilized on research studies (e.g. statisticians, content experts, transcription services, etc.)
Transition grant and contract awards to Post Award team for award management
Contract Proposal Development Responsibilities:
Marketing Responsibilities:
Market proposal development services through letters, email, website, etc.
Network with potential investigators to expand the pool of researchers and encourage proposal development
As needed, assist in the creation of new marketing tools to promote business development and increase grant and contract applications
General Responsibilities:
Work with Grants and Contracts Department team towards short-term and long-term goals
Work with Project Director in the planning, evaluation, and preparation of the Pre-Award Department’s operating budget to include analyzing needs, resources, and forecasting revenue
As identified, improve operating procedures, activities, and policies to enhance Geneva’s pre-award management services
Promote confidentiality of research protocols at all times
Provide timely, quality customer service
Work with the Project Director and Grants and Contracts Director on strategic planning related to the management of the Grants and Contracts proposal development services
Remain current on grant and contract regulations to include, but not limited to OMB A-110, A-122, A-133, DODGAR, and FAR
Review federal grant announcements regularly and search websites for funding opportunities
Maintain ACCESS database of funding opportunities and interested investigators
Bachelor’s degree required
Proposal development or grant management experience required
Health care background and knowledge of military system preferred
Demonstrated competence in oral and written communication
Understanding of grant-related regulations including OMB Circulars A-110 and A-133
Strong interpersonal and communication skills
Ability to work in a fast paced high-pressured environment with strict deadlines and be able to manage multiple priorities
Proven ability to exercise independent judgment, multi-task and meet required deadlines
Proven ability to work well with diverse personalities in a team, and function well under pressure
Computer skills including knowledge of Microsoft Word, Excel, Access, e-mail, and world wide web
