Acquisition Analyst Summary:

DELTA has been tasked to provide Enterprise Resource Planning (ERP) support to the Naval Engineering Management program.

Responsibilities of Acquisition Analyst Includes:

  • Providing support to NAVSEA during the preparation and execution of their transition to Navy-ERP.
  • Providing detailed cost analysis studies such as cost benefit analysis, historical appropriation financial analysis
  • Review of Program Acquisition Resource Manager (PARM) financial and execution efforts including historical program financial analysis, and cost impact of changes in production rates and delivery schedules.
  • Providing support in the development of program documentation that delineates all resource-related deliverable items and schedules.
  • Supporting all phases of the DoD Planning Programming Budgeting and Execution (PPBE) process including the development of Program Objective Memorandum (POM)/PR briefs and issue papers, budget submissions and justification, and the execution of program funding.
  • Interfacing with personnel, field activities, contractors and other NAVSEA, PEO and PARM managers to collect, assess, analyze, interpret and collate POM and budget data and justification to support budget submissions.
  • Assisting in budget execution to include generation of funding documents for all appropriations and maintenance of relevant financial systems including PRISMS, Standard Accounting and Reporting System (STARS), and AUTODOC.

Requirements for Acquisition Analyst :

  • At least FIVE years of experience in providing financial and management support to development programs.
  • Applicant should also have sharp analytical and research skills as well as provide exceptional customer service.
  • Must be thoroughly familiar with planning and budgeting procedures and with Navy documentation requirements.
  • Must have a BS or BA degree
  • OR 10 years of professional experience relative to naval acquisition, shipyard operations,
  • OR ship or craft development may be substituted for the required degree.
  • Note: An advanced degree may be substituted for three years of experience.
  • Experience in Earned Value Management (EVM) is a plus.
  • Must be highly proficient in MS Excel; Proficiency in other MS Office products (Word, Power Point, Project) is a plus.
  • Must be capable of conducting independent work on small projects.
  • Must have ability to collaborate with team members, multi-task, and adapt to change.
  • Must have a professional image, proactive approach and commitment to achieve individual, team and company goals are also positive attributes.
