Telecom Infrastructure Specialist

Description The Vermont Department of Public Service seeks a Telecom Infrastructure Specialist.  This position performs specialized analysis for the Department of Public Service related to the present and future capabilities and availability of Vermont's telecommunications infrastructure, especially the stimulus-funded Vermont Broadband Mapping Initiative.

The position is responsible for understanding telecommunications technology and networks, and collecting information from service providers about the state of wired and wireless broadband telecommunications networks in Vermont, and the availability of broadband services in Vermont.  An incumbent will develop and maintain a close working relationship with and be in regular contact with all providers.  An incumbent will assess the quality of data received and provide technical advice to the project team regarding the use of independent methods of data collection such as, wireless drive testing, on-line and telephone surveys.

An incumbent functions independently within broad guidelines. Work is performed under the general direction of the Director for Telecommunications, with project responsibility to the Project Manager at the Vermont Center for Geographic Information.

 

This position is a Limited Service position that will go through 10/31/2012

 

 

Requirements EDUCATION AND EXPERIENCE: 

 

• Education: Master's degree in engineering, economics, business, public policy, or a scientific field related to telecommunications.
• Experience: Two years of telecommunications engineering, planning, service provision, or consultation, in private industry or a regulatory agency.
  
  OR
• Education: Bachelor's degree in engineering, economics, business, public policy, or a scientific field related to telecommunications.
• Experience: Three years of telecommunications engineering, planning, service provision, or consultation, in private industry or a regulatory agency.
  
  OR
• Education: Bachelor's degree.
• Experience: Five years of telecommunications engineering, planning, service provision, or consultation, in private industry or a regulatory agency.
