Put your years of experience into a future of excellence with Stanley Associates. Stanley is seeking an Applications Programmer/Tech Lead for our Kearneysville, WV location.  The Emerging Technologies (ET) and Production SOA (PSOA) teams work together on solving enterprise level technology and business problems for the US Coast Guard, including realizing Enterprise Architecture and Service Oriented Architecture (SOA) solutions. ET and PSOA are currently implementing SPEAR, the Coast Guard’s doctrine driven, document/message based, service oriented architecture across the Coast Guard via an enterprise service bus and reusable enterprise services. The SOA Production Technical Lead leads the Coast Guard’s production SOA team and is a key technical leader at the OSC. He/she possesses extraordinary knowledge, experience, technical skills, leadership and communications skills and applies these skills to architect, design, develop, deliver, maintain and govern production service oriented software solutions across all Coast Guard lines of business. He/she works with CG SOA customers both internal and external to the Coast Guard to help realize the Coast Guard’s enterprise architecture, drive technical accountability and champion successful SOA implementations Coast Guard wide as well as federated SOA solutions involving DOD, DHS and other Federal and external agencies.

Specific Duties:

 

  • Working with customers, stakeholders, architects and developers to define requirements and to develop and implement enterprise production service oriented architecture solutions for the USCG and federated SOA solutions involving DOD, DHS and other Federal and external agencies.
  • Work with senior level architects and technical leaders to establish a roadmap and vision for production SOA projects and ensuring all technical staff is familiar with short & long term technical vision.
  • Architect and develop software components for production SOA/ESB projects.
  • Properly scoping SOA projects - estimating work efforts and technical challenges.   Then, aggressively managing technical development projects to ensure all milestones and deadlines are met.  
  • Planning and leading technical meetings/reviews with customers and technologists within OSC and with other agencies within DHS and DOD. 
  • Creating design/architecture documents and models to facilitate communication and effective implementation of SOA solutions.
  • Provide technical leadership, mentoring and “hands-on" development assistance, mentoring & direction to SOA development teams.
  • Provide technical leadership to PSOA Configuration Control Board (CCB) and in designing, developing and implementing best practices for enterprise software development, deployment, service level agreements and governance.
  • Work with OSC Architecture and Technology Review Board, Software Engineering Review Board, Hardware Engineering Review Board and Emerging Technologies Team to help implement and maintain OSC/USCG Enterprise Architecture in production
  • Provide leadership and mentoring to other technical teams and senior level technologists throughout the Coast Guard in advanced technology research projects, software & system design, software engineering and architecture, and software development as part of Emerging Technologies team.
  • Work closely with ET team investigating, exploring, prototyping and developing future technologies, and maintaining a high level of knowledge in technology, systems, and industry trends.
  • Provide 7x24 duty analyst support to SOA infrastructure as a member of the Production SOA team rotating on call duty roster.
  • Develop and continuously improve O&M techniques and practices to provide excellent performance, reliability, security and uptime on Production SOA infrastructure.
  • The candidate selected is expected to have an outstanding technical knowledge of his/her systems and be capable of executing independent and team tasks as assigned.   He/she must be a leader and willing to interact with other people at all levels of the organization.  
Requirements
Minimum Education Requirement and Years of Experience: 
  • Bachelor's Degree Computer Science or Information Systems or equivalent work experience, Master's Degree
 
Additional Requirements:
 
  • This position requires minimum of an interim secret clearance to begin work and a final secret clearance to maintain the position
  • Excellent written and oral communication skills.
  • Excellent, proven technical leadership & problem-solving skills.
  • Ability to work well with a broad range of developers and architects in an agile team development environment
  • Top notch business sense & ability to work with customers, subject matter experts and technologists on a variety of levels to translate customer needs into architectural and technical solutions
  • Positive, enthusiastic attitude and strong desire to innovate and learn new technologies and techniques.
  • Excellent software development domain knowledge including interface and component development, advanced algorithms, source code management & configuration management best practices, test driven development, build & deployment management best practices etc.
  • Familiarity with applying the disciplines of Enterprise Architecture and Software Architecture to Application Design and Software Application Development in an environment aimed at engineering re-usable enterprise components with multiple technologies.
  • In-depth knowledge and experience working with senior level software architects and in using object-oriented software engineering, modeling, design patterns, frameworks, development tools and implementation of best practices.
  • Significant expertise with database development including object-relational mapping & data & meta-data modeling and cataloging.
  • Expert skills in Service Oriented Architectures and related implementation technologies:
    • In-depth experience using one or more component based, object-oriented technologies (JAVA/J2EE/J2SE/J2ME, .NET) and associated development required.
    • In depth XML and related SOA technology skills, including programmatic experience and in-depth understanding of (SOAP, REST WSDL, XPATH, XSLT, XSD, XML data binding etc.)
    • Extensive experience with reliable asynchronous messaging technologies such as JMS required.
    • Experience with distributed security & identity management technologies highly desirable.
    • Experience with distributed transaction monitors and/or business process orchestration/execution highly desirable.
