Position Summary:
Plans, leads, and coordinates, all activities associated with the overall Budgeting, Bidding, and Buyout of a construction project. Analyzes project plans and specifications to determine the overall estimated cost of a project and is involved with projects throughout the pre-construction and construction phase
High Payoff Activities / Responsibilities/ Duties:
Relationship Building:
Builds lasting relationships with owners, design teams, subcontractors and suppliers by acting with the highest level of ethics and integrity. Develops trust and confidence by understanding and being attentive to needs and expectations. Networking with architects and engineers in the community and assist in business development to secure new work. $0 $0
Budget:
Works with Architects, Owners, and Engineers in formulating conceptual and design development budgets. Actively works with the design team to reduce cost while maintaining the owner’s vision of the project
Bid:
Offsite and onsite solicitation (Blue Book, Bid mail, Bush beating) with local sub-contractors, suppliers, and trade groups. Prepares job specific Instructions to Bidders and Bid Forms, creates subcontractor/supplier lists, plan distribution and specification/ takeoff. Plans, leads, and coordinates pre-bid and bid meetings. Creates project estimates and analysis subcontractor and supplier bids.
Buyout:
Checks references on prospective subcontractors and suppliers. Conducts post-bid and pre-buy meetings and negotiation/scope review meetings. Writes Subcontracts, Purchase Orders and Owner Contracts and are responsible for follow up until executed. Monitors project cost and profitability with the Project Manager through project completion.
Additional Activities/ Responsibilities/ Duties:
- May produce conceptual budgets on select projects and will coordinate with Pre-Construction throughout the budgeting process. Reviews conceptual budgets prepared by Pre-Construction, prepares and revises construction budgets as plans progress and provides value engineering and cost containment ideas.
- Acts as an advocate for EMJ by promoting all company policies and procedures while presenting a positive attitude towards the goals of each project.
- Develops and maintains a thorough understanding of the scope of the project
- Works with the Pre Construction and Project Management department during the pre-bid and buyout stage of each project to ensure that the needs of the office and field staff are being addressed
- Promote EMJ’s safety policies throughout the bidding and procurement process.

Requirements
Education/ Experience:
- Bachelor’s degree in Construction Management, Civil Engineering or related area (preferred). $0 $0Minimum 5 years related construction experience.
- Must have experience in the public sector, with a focus on schools, government, municipal and hospitals.
- 4. LEED AP a plus.
Knowledge/ Skills/ Abilities:
- People skills and the ability to negotiate.
- The ability to identify risk and cover exposure.
- Knowledge of Plans and Specifications for all phases of construction.
- Knowledge of public and construction safety, security and regulatory requirements.
- Excellent analytical skills, including application and use in problem solving.
- Ability to work independently and in a team oriented environment.
- Strong coordination and time management skills.
- Demonstrates superior communication skills
- Self-motivated, able to learn quickly and independently.
- Computer skills using MS Office.
