Description PROGRAM NAME: Dependency

GRADE: 25



OBJECTIVE: To direct, manage and develop a group of dependency case management service units of the Division. Supervises Dependency Program Manager(s) if they are assigned to programs overseen. Serves as primary contact



ESSENTIAL FUNCTIONS MAY INCLUDE:

  • Implement, coordinate and supervise a group of dependency case management service units.

  • Ensure that the units meet all CHS licensing, contractual and quality management standards and requirements.

  • Assist contract and grant renewal process for dependency programs.

  • Establish and maintain positive collaborative relationships with relevant community based care agencies.

  • Develop and implement new dependency practices that improve the quality of service to clients.

  • Participate in fund-raising and grant writing activities as needed.

  • Develop and regularly manage annual program budget.

  • Provide clinical consultation to program staff; ensure that program costs do not exceed budgetary constraints.

  • Participate in community based care partnership meetings as a representative of the agency.

  • May serve as member of the Division's Management Team.

  • Participate in the quality management process.

  • Perform supervisory responsibilities specified in COA Standard TS 3

  • delegate and oversee work assignments

  • ensure that service delivery is performed according to the organization's mission, policies and procedures and service philosophy

  • provide case consultation and in-service training, as appropriate

  • identify unmet training needs

  • conduct performance evaluations

  • support and enhance staff's ability to perform their jobs by teaching and modeling technical knowledge and skills, work management and communication skills and conflict management skills.

  • Supervise direct service personnel and perform responsibilities specified in COA Standard TS 3.08

  • track and monitor the progress of families and individuals receiving services

  • collect and apply data to improve client outcomes

  • meet the organization's quality improvement and evaluation requirements.

  • Requirements QUALIFICATIONS:

    REQUIRED:

    All degrees must be from an accredited university.

  • Master's Degree in a Human Services related field

  • Minimum of four years of supervisory experience in child welfare

  • Must be able to work flexible hours



    PREFERRED:

  • Program management experience.



    SKILLS:

  • Knowledge of community social services

  • Ability to analyze and condense information

  • Creative problem solving skills

  • Knowledge of the socio-cultural characteristics of service population

  • Strong leadership skills

  • Effective crisis intervention skills

  • Effective management practices

  • Ability to work as a team

  • Ability to handle confidential information appropriately

  • Ability to travel

  • Possess abilities specified for supervisors in COA Standard TS 3.07: Ability to:

  • address interpersonal barriers and strengths in his/her staff

  • empower those receiving supervision

  • offer criticism in a constructive manner

  • understand employment and labor laws



    PHYSICAL REQUIREMENTS:

    sitting, standing, walking, bending/stooping.

    lifting, carrying, pushing/pulling, reaching, repetitive motion, repetitive lifting
