As a result we have attracted and developed a team of exceptionally well qualified and dedicated employees.Certification & Accredidation (C&A) Specialists apply their knowledge of the DoD Information Assurance and Certification and Accreditation Process (DIACAP) and acquisition regulations and processes to direct, manage and monitor contractor and SPO Information Assurance programs. Individual selected must have experience with Enterprise IT Data Repository (EITDR). The C & A Security Specialist directly supports the PM’s responsibility to: seamlessly integrate IA throughout the system life cycle of the DoD information system; insure support, resources and authority to accomplish IA responsibilities; implement DIACAP; plan and budget for IA Controls implementation, validation and sustainment; ensure that Information System Security Engineering (ISSE) is employed; identify and implement software quality controls and validation methods; enforce accreditation decisions; and develop, track and resolve the DIACAP implementation plan. C & A Specialists apply their knowledge and experience with the older DITSCAP to those programs that have not transitioned.Assignments support the acquisition and delivery of systems that are capable of sharing data, have appropriate tags for data, seamlessly integrate with the GCSS-AF and DISA environments and are certified and accredited. Acquisition support services may include: advice regarding implementation of C&A interim guidance; transition of systems from DITSCAP to DIACAP, use of automated C&A tools and access to DIACAP Knowledge Service (KS) and eMASS, compliance with FISMA and DoD instructions; and the preparation, monitoring and management of PM/SM and contractor deliverables to the DIACAP.Activities and deliverables may include: assessment of management directives; project management; support to procurement, source selection and contracting; review and assessment of contractor deliverables, processes and methods; preparation and delivery of IA and system C&A training; analysis of programmatic, technical or functional areas; creation, maintenance and assessment of IA program or project schedules, budgets or performance characteristics; preparation and review of recommendations to improve IA program cost, schedule and performance; and identification of potential IA risks and mitigation strategies.Acquisition/System Security Specialists lead and contribute to team activities and use analytical techniques to assess acquisition processes and recommend approaches for improving acquisition, program planning, control and execution.Acquisition/System Security Specialists possess strong verbal and written communication skills; DoD/USAF system security management experience including Certification and Accreditation, DITSCAP/DIACAP, C4I architecture and systems, operations,, communications systems and system/network security; knowledge of MS Office product suite including MS Project; and the ability to act independently with minimal guidance/direction.Functional Responsibilities Include:
  • Comply with the principles, criteria, procedures and guidance of Interim DIACAP, DoDI 8500.1, Information Assurance, DoDI 8500.2, Information Assurance Implementation, NISTSP 800-53 and AFMC and ESC Instructions, Directives and Regulations
  • Comply with the principles, criteria and procedures of DoD, NSSAP, AFMC and ESC Instructions, Directives and Regulations
  • Ensure acquisition contracts specify information assurance C&A deliverables for the DIACAP Package Content and prepare, monitor and record system information in DIACAP
  • With respect to IA and security, evaluate program information and hardware throughout the program life cycle and assess and review Contractor deliverables with respect to IA and security
  • Prepare and record system, security status and portfolio management information into the Enterprise Information Technology Data Repository (EITDR) for Federal Information Security Management Act (FISMA), Security, Interoperability, Supportability, Sustainability, Usability (SISSU), Clinger Cohen Act and other statutory compliance
  • Prepare and review acquisition security related sections of acquisition program documentation to include: Mission Needs Statements, Operational Requirements Documents, Program Management Documents, Program Objective Memoranda, RFPs, Acquisition Strategy Plans, Integrated Logistics Support Plans and Cost and Operational Effectiveness Analyses
  • Contribute to the development of technical strategies (tactical and strategic) to ensure near- and long-term integration into the GCSS-AF infrastructure
  • Develop, review, certify and/or maintain IA and security management plans to include: DIACAP Implementation Plans, System Security Management Plans, Information Support Plans, Program Protection Plans, Security Risk Analyses, Security Vulnerability and Countermeasure Analyses, Security Concepts of Operations, and other system/network security related documents.
  • Provide management oversight, review, analysis, reporting and tracking of Contractor Information Assurance (IA) activities to include contractor planning, development, implementation, and adherence to DoD IA policy, directives, instructions, and processes
  • Provide management oversight, review, analysis, reporting and tracking of DIACAP Executive Packages, Comprehensive Packages, System Identification Profiles, Scorecards, Certification Determinations, POA&Ms and Accreditation Decisions, as well as certification and accreditation.
  • Prepare and present IA and system security management related reports and reviewsApplicants selected for this position will require background screening and the ability to obtain and maintain a security clearance.
