Description Director Police Operations

JOB DUTIES & RESPONSIBILITIES

� Supports the Program Manager and his/her Directors in reporting on the performance of the program and ensuring that customer requirements are met in a timely manner. This includes contract administration, program finance, responding to customer�s needs/requests, meeting all staffing level requirements, and providing support services to the customer.
� Provides day-to-day advice and assistance, and direction from the CIVPOL Vice President, to Task Order Contingent Commanders
� Assists in the development of policies, procedures, methods, operating practices and functional performance standards to facilitate effective operational implementation within DOS program objectives and DI requirements.
� Monitors training to ensure compliance with all DI and DOS policies and procedures. Directs corrective actions as necessary to ensure compliance.
� Deploys to overseas locations to lead Advance Team efforts to phase-in new CIVPOL Task Orders.
� Provides coordination to ensure recruiting requirements are clearly defined and plans for achieving staffing requirements for all task orders are satisfied.
� Establishes clear and effective communications with Contingent Commanders and support leadership to articulate DI and LE&S plans, goals and objectives, and CIVPOL Program Management initiatives to achieve those objectives.
� Implements Best Business Practices, continuous training and individual professional development to enhance the effectiveness of the CIVPOL workforce.
� Participates in Working Groups established to provide recommendations to improve survivability of deployed personnel.
� Participates in developing, coordinating, and processing subcontracting agreements to include Memorandums of Agreement/Understanding and Teaming.
� Provides oversight of all Business Development activities in proposal preparation, to include technical and cost volumes
� Assist in developing policy guidance, technical expertise and input to bid strategy during preparation of proposals for Task Orders and other activities involved in the development and revision of technical and cost proposals.
� Provides support to other Business Development efforts. Provides input for CIVPOL past performance reporting, analysis of any unique solicitation requirements, areas of risk, and business bid strategy.
� Performs other duties as assigned.

Knowledge & Skills

� Familiar with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal legislation and regulations.
� Knowledge of procurement and property accountability regulations, policies and practices of the U.S. Department of State, United Nations, and foreign countries.
� Knowledge of the Service Contract Act, Davis-Bacon Act and Collective Bargaining Agreements.
� Knowledge of accounting practices, including DI�s disclosed accounting procedures.
� Knowledge in procurement administration and cost controls.
� Knowledge of the ITAR and EAR.
� Strong analytical skills to oversee total contract operations; computer literate (i.e., Excel, Word, Power Point, Project).
� Negotiation skills to include some formal negotiation training.
� Excellent written and oral communication skills.
� National Security Clearance may be required
Requirements Experience & Education

� Four year Bachelor of Arts/Science Degree; Bachelor�s degree in Business Administration/Management (preferred). Field or corporate related experience may be substituted for a degree.
� Fifteen years experience in US or international law enforcement, 3-5 years supporting international deployments, and at least five years of management experience.

Physical Requirements/Working Environment

Primarily normal office environment. Work at the training center in Virginia during classes

Travel
Ability to travel domestically and internationally, sometimes to hostile and/or austere environments.
