Description
The Manager - Survey is responsible for the development and implementation of standards in policy and processes, forms, agreements and record management of survey and property rights as they relate to midstream assets.   Must be able to manage multiple projects utilizing multiple survey firms and must be able to implement survey standards across multiple survey companies.  This position will also be responsible for development of databases, shared on-line work sites and GIS coordination processes to better manage surveying and support pipeline route development and data management.  Must possess a strong understanding of Title, Right of Way, and Permitting in order to effectively manage across functional areas. 

 

 

Primary Duties & Responsibilities
  • Establish and maintain standards, requirements and standardized rates for survey service firms who provide contract survey staffing.
  • Establish data collection and communication methods as it relates to pipeline survey.
  • Coordinates activities between survey companies and contract inspectors, right of way agents, construction group, and production personnel.
  • Create a staffing structure that will best coordinate the roles required through initiation, planning, execution and project close-out phases of a pipeline survey.
  • Interfaces with Engineering, GIS, IT and Midstream Operations departments as necessary.
  •  Create and administer survey and drawing standards for use by internal and third party personnel.
  • Serve as a liaison between survey companies and GIS to ensure proper integration of survey data into Chesapeake Midstream (CM) GIS systems.
  • Provide leadership and direction to contract staff.
  • Manage vendor relationships to ensure smooth operating conditions between CM and vendors.
  • Represents the Company at industry meetings and functions as appropriate.
Requirements Knowledge, Skills, & Abilities
 
  • Ability to lead and manage teams, delegate projects as appropriate, and oversees the completion of ongoing departmental projects
  • Understanding of Project Management principles; a PMP or working towards PMP a plus
  • Experience handling multiple survey firms and crews  as well as the ability to coordinate activities of various groups during the course of land, right of way, or permit acquisitions pertinent to one or more projects assigned
  • Has technical knowledge of field survey, including but not limited to CAD, data collection, software/hardware, safety issues, etc.
  • Ability to advise Project Managers as necessary on matters of policies, procedures, guidelines, and other project related matters
  • Knowledgeable about permitting requirements and environmental issues and how they affect the time-line of a pipeline project
  • Has understanding of Geographic Information Systems (GIS)
  • Ability to work and communicate effectively with all levels of co-workers, vendors and industry colleagues
  • A visionary individual, driven to meet deadlines
  • Excellent written and oral communication skill
Required Experience:
  • 10 years experience managing survey projects, to include 5 years oil and/or gas pipeline survey or ROW experience
  • Experience coordinating the activities of multiple vendors and contractors
  • Bachelors degree or equivalent work experience  
  • Preferred:
  • Licensed Surveyor
