Role Summary/Purpose
GE Money Bank (GEMB) is an $18B FDIC-insured Federal Savings Bank (FSB) with the Office of Thrift Supervision ("OTS") as its primary regulator. The FSB is the legal entity that originates the vast majority of GE Capital Retail Finance products.
This position will be responsible for developing and implementing the GEMB CRA strategy, monitoring/managing transactions and programs established/implemented to meet the needs of the community to achieve CRA compliance goals; and providing support for

Essential Responsibilities
-Develop, implement and administer all aspects of the Community Reinvestment Act Compliance Program; including--- perform duties as Chairman of the Bank’s CRA Committee; support General Counsel, CCO and other FSB management with regulatory examination inquiries; develop, review and write CRA related policies and procedures including the overall CRA strategy; source and make CRA program and transaction recommendations to CRA Committee; maintain public file and responses to inquiries; manage CRA-related documentation; and submit periodic reports to the Board of Directors detailing Community Reinvestment Act assessments/issues/activities.
-Act as primary liaison with contracted data vendor ensuring timely and accurate monthly data submissions. Perform annual CRA self-assessment to determine areas requiring enhanced focus to meet established performance goals, and report results to CRA Committee and FSB Board of Directors. Ensure accurate and timely annual CRA data submission.
-Identify direct community development loan/investment opportunities in the GEMB assessment area, and nationally; gather information/make recommendations to the CRA Committee; perform financial analyses, coordinate risk analysis and internal approval process. Monitor and maintain records of all GEMB investment portfolio activity.
-Assist FSB and affiliate business leaders in building/maintaining a mechanism by which community development loan and investment portfolios may be tracked for FSB consideration by providing information and training to ensure understanding of CRA-eligibility guidelines.
-Oversee the FSB’s charitable contributions/grants program and make recommendations to the CRA Committee to approve or decline requests for CRA-eligible charitable donations. Manage the established annual GEMB CRA contributions/grants budget; oversee maintenance of records/tracking of all contributions/grants through Cybergrants website. Prepare and remit quarterly contribution report to GE Corporate finance departments. Ensure compliance with GEM Global contributions policies. Leverage charitable contributions for advocacy group relationships, public and external relations benefit.
-Identify/make recommendations for CRA-eligible volunteer activities in the FSB assessment area; oversee maintenance of records/tracking of all CRA-eligible volunteer hours through GE Volunteers website.
-Conduct and oversee development of CRA training presentations with relevant FSB and affiliate personnel, including material presented to employees during the new hire orientation process.
-Build key partnerships with external stakeholders including national housing and community development organizations, civic, and advocacy organizations. Develop and maintain relationships with leading moderate advocacy groups. As requested, develop external relations analyses for business teams.
-Maintain proficient knowledge of bank-related rules and regulations, including but not limited to, the Community Reinvestment Act, Equal Credit Opportunity Act, and Home Mortgage Disclosure Act.
-Provide bank-related support and assume responsibility for special projects, gather data and prepare reports for Senior Management, audits/exams and other personnel as required.
-Management of CRA examination process including documentation, PERK responses and other matters as appropriate
-Support for other FSB compliance matters as required

Qualifications/Requirements
  • YOU MUST BE ABLE TO SATISFY THE REQUIREMENTS OF SECTION 19 OF THE FEDERAL DEPOSIT INSURANCE ACT *8+ years of experience with CRA (Community Reinvestment Act) and general banking compliance*Working knowledge of banking operations policies and procedures in addition to banking products/services*Working knowledge of federal banking compliance regulations*Project Management experience*Proficient with Microsoft Office programs including Word and Excel*Able to travel up to 25% Additional Eligibility Requirements* All applications for employment must be submitted through either www.gecareers.com or the Career Opportunity System (COS) to be considered * You must be 18 years or older * You must be willing to take a drug test as part of the selection process * You must be willing to submit to a background investigation as part of the selection process * You must have unrestricted authorization to work in the United States
