ASSISTANT BOROUGH ATTORNEY
The North Slope Borough is seeking an experienced attorney for its Law Dept in Barrow, AK.
General municipal law, including all aspects of local governance, public procurement and contracting, municipal finance and taxation, land use and administrative law.
Applicants must have a min 2 years experience as a practicing attorney, be admitted to practice in AK or eligible for admission thru exam or reciprocity. Bar admission is a condition of continuing employment. We offer an Excellent benefit package.

Requirements
Summary or Purpose:
- Investigates legal issues; prepares and presents legal responses; performs a wide variety of legal and administrative tasks for the Borough.
Essential Duties and Responsibilities:
- The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Shown are duties intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Represents the Borough in reviewing, approving and negotiating contracts and legal issues; manages assigned issues and assures that they are resolved within office policy guidelines.
- Confers with, and offers advice and counsel to Borough officials and employees; applies legal expertise in a variety of legal fields including administrative, contract, tort, personnel, environmental, regulatory, and other fields of law which apply to municipalities.
- Manages assigned legal issues; confers with participants; negotiates agreements with opposing parties.
- Conducts legal research; gathers and compiles legal instruments and documents; identifies and evaluates witnesses, records and other information required to present the case; prepares and presents legal documents and analyses as required.
- Reviews pertinent decisions, policies, regulations and other legal matters pertaining to the Borough.
- Drafts resolutions and ordinances for presentation by the Mayor to the Assembly.
- Represents the Borough at hearings; brings cases before Hearing Boards; examines witnesses and argues facts of the case in relation to points of law, case law and legal precedent.
- Monitors and reviews trends in legal issues and civil justice.
- Performs other duties as assigned.
Knowledge, Skills and Abilities:
- Knowledge of Borough policies and procedures.
- Knowledge of State of Alaska statutes, rules, administrative orders, policies and procedures, applicable Federal rules and regulations.
- Knowledge of legal research methods, techniques, sources, databases and other research tools.
- Knowledge of the principles and protocols for the evidentiary gathering of information, documents, financial records and other data that may be used in court and legal hearings.
- Skill in researching and identifying precedence in case law.
- Skill in negotiating contracts and agreements.
- Skill in reviewing and assessing legal issues and documents.
- Skill in utilizing and evaluating electronic legal research and on-line systems.
Education, Experience, Certifications and Licenses Required:
Juris Doctorate (JD) degree; and two years legal experience; must be licensed by the Bar to practice law in the State of Alaska, remain active with all Alaska Bar annual requirements, and maintain a clear criminal record.
