The Program Manager provides clinical and administrative oversight to the Caregiver Support Team. The Program Manager provides clinical supervision to assure that families in the program are receiving the most appropriate support necessary to further family stability, and that families have the necessary skill training and support to effectively parent children in their care. The Program Manager works with the Associate Director to support staff development and ensure adherence to agency and other regulatory policies and protocols.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides a minimum of 2 hours of individual supervision and consultation to staff within the program to ensure the highest quality of service delivery to families in the program.
Monitors staff caseloads and productivity to ensure compliance with program goals, contract expectations, and agency policy.
Monitors program related data to ensure timely entry and reporting to specified sources.
Assists staff in conducting meetings with providers, kinship, foster, pre-adoptive and biological families, and/or children to help promote stability in placement as well as appropriate case planning.
Reviews all caregiver support plans prior to implementation, giving feedback as necessary.
Provides on call consultation to staff and assists with direct services coverage and crisis intervention as needed.
Actively promotes team collaboration and serves as role model and mentor.
Demonstrates strong understanding of the unique and shared family dynamics for kinship/foster and pre-adoptive families and ability to provide consultation to staff to promote effective family interventions that enhance stability for the child. This includes providing supervision to foster positive collaboration between kinship/foster/pre-adoptive families and biological parents where appropriate.
Understands and promotes staff understanding of the complex dynamics and impact of intergenerational abuse, trauma, behavioral health and substance abuse concerns that impact the child and family and how to promote trauma informed, gender responsive, strength based interventions that engage families actively and enhance family functioning, stability and empowerment.
Conducts effective performance evaluations, sets goals and objectives, and monitors performance, working collaboratively with staff, and Associate Director to help build competencies and ensure staff compliance with agency and contractual performance expectations. Addresses performance concerns, participates as appropriate in disciplinary actions.
Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
Demonstrates leadership by reinforcing positive behavior and promoting recognition through the use of effective employee evaluations, employee appreciation, effective hiring practices, and accountability.
Provides after hours on call response to foster children and their families on a rotating basis with other foster care program staff.
Promotes and supports the foster care program within the community, and assists with recruitment and training as needed.
