Description Serving residents of serene Lake County, Sutter Lakeside Hospital has 69 licensed beds and is accredited by the Joint Commission on Accreditation of Healthcare Organizations. The hospital was founded in 1945 as a 30-bed private facility called Lakeside Community Hospital. It was later donated to the community in 1966 and a not-for-profit corporation was formed. In 1992 the hospital affiliated with Sutter Health and changed its name to Sutter Lakeside Hospital. Affiliating with Sutter Health has provided the hospital with a broad range of medical and financial support that continues to help improve patient care. Major construction projects completed since the affiliation include a new Surgery and Emergency Wing, Family Birthing Center, Rehabilitation Services Department and a Family Medicine Clinic. Enables leadership in defining human resource qualifications, competencies and staffing needed to carry out the organization's mission.  Provides competent staff and a work environment that promotes self-development and learning.  Develops, implements and monitors activities, goals and objectives related to employment, employee health, wage and hour, benefits, education, organizational development, safety and employee/labor relations.  Conducts internal investigations. Leads employee and labor relations, including but not limited to conflict resolution, contract interpretation, limited scope negotiations, employee satisfaction, employee development, etc.  Develops, implements, and assures consistent compliance with Human Resources and safety policies, programs and procedures.  Assists in maintaining compliance with provisions of the NLRA and other Federal and State employment laws. Coordinates safety programs to reduce risk of injury to staff and coordinates return-to-work programs.
 


Requirements Education:  Bachelor's program in Business Administration, Human Resources Administration, Organizational Behavior, Industrial Relations or other related field. 
 
Experience:  Two or more years of General Human Resources leadership experience, preferably in a hospital or other health care setting. Effective problem solving, employee and labor relations, employee safety program management, development and implementation of training/education in-services.
 
Knowledge:  Knowledge of statutory and regulatory requirements, including Fair Employment Practices, the National Labor Relations Act, Title VII of the Civil Rights Act, Rehabilitation Act, Wage and Hour laws, JCAHO, ERISA, ADA, FMLA, and the California State Labor Code. Must be able to perform essential duties satisfactorily.  Knowledge of federal, state and local laws and regulations affecting personnel management is essential.  Knowledge of research methodology, report writing and basic statistics is highly desirable. 
 
Special Skills/Equipment:  Effective verbal and written communication skills, analytical, statistical and mathematical skills are required.    Proficiency with Microsoft Office computer programs required.  Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, employees, customers and the general public.  Ability to apply common sense and understanding to carry out instructions furnished in written, oral or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.  The ability to multi-task and to work in a fast paced, deadline-oriented environment is critical in the position.  Strong communication skills required including written, verbal, interpersonal, and oral.  Public speaking skills required.  Computer skills required.  Ability to develop and maintain a proactive/positive employee-labor relations environment.
