Our business office in Dubai serves the Middle East region, where we have operated for some 30 years.

We provide logistics and contingency support to the United States military around the world. In the aftermath of Hurricane Katrina, we put that experience to work. In St. Bernard Parish, Louisiana, we provide vital temporary infrastructure to help keep the parish government and Sheriff’s Department functioning. We also helped provide temporary housing in Iowa for persons displaced by flooding in the Midwest in 2008.

Capture Manager, Senior-Land Systems- Job Code: D1109

Job Summary:

  • The Senior Capture Manager is responsible for managing cross functional teams to win assigned business opportunities, from the point when the opportunity is selected for pursuit until the contract is awarded.

    General Responsibilities:

    Planning, directing , and controlling all activities related to the capture effort, including accountability of all phases of capture management. May Manage large complex capture efforts.

    Principal Accountabilities:

  • Qualify the target
  • Develop Win Strategy, including communications campaign
  • Execute a comprehensive call plan
  • Identify project key personnel
  • Conduct competitive assessments
  • Develop and manage the Capture Budget, including the sales and marketing and the bid and proposal budgets, updating as required.
  • Select relevant past performance contracts
  • Develop Capture Team organization and coordinate with staff principals for resource inclusion
  • Prepare and provide information and decision briefings for senior management
  • Schedule and execute capture and proposal reviews
  • Oversee Proposal Manager in development and execution of a Proposal Management Plan, including technical, management, pricing, and past performance/corporate experience

    Responsibilities May Include:

  • Develop relationship with customer(s)
  • Attend scheduled site visits
  • Develop appropriate teaming strategies, including negotiation of teaming agreements
  • Oversee development and presentation of Orals when required
  • Develop a proposal delivery plan
  • Enter current information in relevant business development information system(s)

    Knowledge & Skills:

  • Complete understanding of DynCorp International capture management process that entails the development of management and technical approaches, cost volume management, teaming, pricing strategies and competitive assessments.
  • Proven record of success in leading winning capture efforts in a competitive environment
  • Ability to help formulate winning technical, management and cost strategies
  • Ability to lead and manage capture teams to produce a winning proposal within budget and schedule constraints
  • Ability to work and manage the capture effort with a minimum of supervision

    Management Responsibility:

  • During the bid effort, manage assigned Capture Team
  • Provide guidance to Proposal Manager

    Special Requirements:
  • Prior successful capture experience
  • Extensive knowledge of U.S. Army & U.S. Marine Corps Vehicle Combat Systems
  • Prior Military experience (desired)

    Security Clearance:

  • Must have or be able to obtain a security clearance to the Secret level. 


  • Job Requirements 

    Experience:

  • More than 5 years supporting business development activities in the Federal sector with a proven track record in supporting capture activities and developing winning bids.
  • Prior relevant experience working as a Capture Manager on US government bid efforts
  • Two or more years of proposal development
  • Relevant contract operations experience desirable

    Education:

  • BA/BS in an associated discipline
  • 5 years experience in Capture Management with experience servicing as Capture Manager of large Government bids
  • Successful completion of Capture Management training courses

    Location Specific Considerations:

  • Present at the location where the proposal is developed and produced
  • International travel may be required
