We provide services to eradicate illicit narcotics crops and support drug-interdiction efforts in South America and Afghanistan. We are engaged in the removal and destruction of landmines and light weapons in Afghanistan. We have vast international experience and operate on all continents except Antarctica. Our business office in Dubai serves the Middle East region, where we have operated for some 30 years.
We provide logistics and contingency support to the United States military around the world. In the aftermath of Hurricane Katrina, we put that experience to work. In St. Bernard Parish, Louisiana, we provide vital temporary infrastructure to help keep the parish government and Sheriff’s Department functioning. We also helped provide temporary housing in Iowa for persons displaced by flooding in the Midwest in 2008.

Capture Manager (Aviation Systems)- Job Code: D1009A
Job Summary:
The Capture Manager is responsible for managing proposals and task order responses that are of moderate value and complexity. He/she may also serve as Assistant Capture Manager on more complex and higher value opportunities on either stand alone bids or task order responses.
General Responsibilities:
Planning, directing , and controlling all activities related to the capture effort for assigned proposals and task order response proposals and assisting Capture Managers on complex, high value opportunities.
Principal Accountabilities:
Develop Win Strategy
Identify project key personnel
Conduct competitive assessments
Develop and manage the Capture Budget, including the bid and proposal budgets, updating as required.
Select relevant past performance contracts
Develop Capture Team organization and coordinate with staff principals for resource inclusion
Prepare and provide information and decision briefings for senior management
Schedule and execute capture and proposal reviews
Oversee Proposal Manager in development and execution of a Proposal Management Plan, including technical, management, pricing, and past performance/corporate experience
Responsibilities May Include:
Develop relationship with customer(s)
Attend scheduled site visits
Develop appropriate teaming strategies
Development of a proposal delivery plan
Enter current information in relevant business development information system(s)
Successful completion of Capture Management training courses
Knowledge & Skills:
Knowledge of capture management process that entails the development of management and technical approaches, cost volume management, teaming, pricing strategies and competitive assessments.
Ability to help formulate winning technical, management and cost strategies
Ability to lead and manage capture teams to produce a winning proposal within budget and schedule constraints
Ability to work and manage the capture effort
Management Responsibility:
During stand alone bid or task order proposal bid effort, manage assigned Capture Team
Responsibilities as assigned by Capture Manager when serving as Assistant Capture Manager
Special Requirements:
Prior successful capture experience
Extensive knowledge of USTRANSCOM Contract & Programs and USAF/USA Aviation Contract & Programs.
Prior Military experience (desired)
Understanding of Financial Systems & Concepts
Security Clearance:
Must have or be able to obtain a security clearance to the Secret level.
Experience:
More than 5 years working in the Federal sector with a proven track record of successful performance
More than 2 years in Business Development with proposal or capture management related experience
Relevant contract operations experience desirable
Education:
BA/BS in an associated discipline
5 years prior business development with 2 years capture manage experience may be substituted
Formal Capture/Proposal Training desired
Location Specific Considerations:
Present at the location where the proposal is developed and produced
International travel may be required
