TERROS is a not-for-profit community-based organization providing behavioral health, prevention, education and treatment services in the metropolitan Phoenix area.
In 1969, TERROS began as a grassroots volunteer group operating a hotline and drop-in center. We have grown from Phoenix area's first substance abuse treatment program to a comprehensive behavioral health organization of trained professionals who serve thousands of people and families annually.
Today, TERROS is a team of dedicated professionals with a clear vision and commitment to providing excellent services and is recognized as accredited behavioral health provider by the Commission on Accreditation of Rehabilitation Facilities, also know as CARF.

The mission of TERROS is to promote healthy psychological development and functioning of children, adolescents, adults and families as well as schools, neighborhoods, organizations and businesses throughout Maricopa County and other communities we serve through the provision of community-based behavioral health, prevention, education and treatment services.

Recognized as an innovator and leader in behavioral health and substance abuse treatment services, TERROS has provided a 24-hour Crisis service and a variety of counseling services in the metropolitan Phoenix area for more than 30 years. Here are some of the services we offer:
Outpatient Counseling
Our professional counseling staff provides behavioral health services to adults and families on a one-to-one basis or through specially tailored therapy groups. Care for the seriously mentally ill (SMI) client can be provided through day treatment and residential care in semi-supervised apartment living with group therapy and case management services.
Mobile Crisis Services
Crisis intervention is available 24 hours a day, every day of the year. Our mobile crisis intervention services are dispatched to respond to crisis situations including: drug and alcohol related incidents, suicide, domestic violence, and interventions with people with severe mental illness.
LADDER Program
The TERROS LADDER program is a structured, supportive environment where the unique needs of persons with co-occurring disorders of substance abuse and behavioral health can be addressed in a caring and professional setting.
The purpose of the TERROS LADDER program is to empower clients to live a productive, satisfying life and to understand and achieve recovery from substance abuse and mental illness.
Co-Occurring Disorder (COPE) Program
TERROS has a commitment to helping persons with co-occurring substance abuse and behavioral health problems. We provide a full continuum of treatment for co-occurring disorders. These programs help individuals to develop skills to effectively manage their illness and lead more successful lives in the community.
Outpatient Ambulatory Detoxification
TERROS provides the only community-based outpatient ambulatory detoxification treatment program in Maricopa county. Services are provided on an appointment and walk-in basis for those individuals suffering from alcohol, drug or other chemical dependency. The program is overseen by a group of qualified medical staff that work simultaneously with counseling to integrate individual and group therapy to help bring about a successful overall treatment of the individual's substance abuse problems.
HIV Prevention, Testing and Counseling Services
With the goal of reducing the spread of HIV infection and AIDS by users of chemical substances, these programs provide counseling, testing, education, and referral services.
Vocational Rehabilitation Services
The TERROS Vocational Rehabilitation Services program is really several services working together. These include vocational assessment, job development and placement, supportive employment and extended supportive employment.
Arizona Families F.I.R.S.T.
The TERROS Arizona Families F.I.R.S.T. Specialized Substance Abuse Treatment Services addresses the need for family-focused substance abuse treatment services for families referred by the child welfare system or ADES JOBS program.
